2. Characteristics
a. Improvements comprising a wireless communication facility including tower
structure, antennae and related electrical and mechanical equipment, shall, to the
extent possible, use materials, colors, textures, screening, and landscaping
blending them into the natural and surrounding setting, unless subject to any
applicable standards of the FAA and FCC.
b. Towers shall not be artificially lighted, unless required by the FAA or other
applicable authority.
c. All wireless communication facilities shall be maintained in compliance with
applicable state, county or local building codes under which they were constructed
and any regulations of the FAA, the FCC, and any other Federal government with
the authority to regulate them or their components.
d. No signs shall be allowed at a facility with the exception of a single one (1) square
foot sign for each carrier, to provide emergency contact numbers or to identify the
facility with respective facility owner and/or FCC or FAA information.
e. All modifications shall apply for building permits appropriate to the modification
and will be reviewed for compliance with all regulations.
E. PERMITTED USES: Wireless communications facilities located on property owned, leased, or
controlled by Yavapai County pursuant to agreement of or approved by Yavapai County shall be
a permitted use in all Zoning Districts with Zoning Clearance.
F. CELLULAR ON WHEELS (COW): Shall be allowed in any zoning district on a temporary basis
to provide for wireless service in the event of an emergency, not to exceed 90 days, unless
approved for a longer period by the Development Services Director. COW’s for emergencies are
not subject to a building permit but the wireless providers shall notify development services of
the deployment COW. The operation of the COW must not interfere with emergency operations
of small unmanned aerial systems or other technology or equipment used in the emergency. The
wireless company is required to provide contact information for a representative available at all
times for the equipment.
1. Cellular on Wheels may be deployed at the existing wireless sites to provide service
during times of maintenance or failures of those facilities to provide for service coverage,
not to exceed 90 days. No notification is required for deployment due to maintenance at
existing facilities. Other deployments of a COW, such as may be needed for a special
event or similar circumstances may be approved at the discretion of the Development
Services Director, subject to appropriate stipulations to the location and length of use.
G. PROVIDER’S COMMUNICATION PLAN:
1. Each new wireless facility proposed shall include a communications plan with the
following information.
a. Wireless propagation map illustrating the need for the tower at the specific
location.
b. The provider’s policy direction on the mitigation and/or reduction of the negative
visual impact created by the proposed tower, including any proposals to conceal
or disguise such facilities designed to be architecturally and/or environmentally
